All the above Resolutions have been more honoured in the breach than the observance, and the last has apparently been changed without (as far as I am aware) any formal rescission as required by the Regulations.)

(Regulation 12.):- Before deciding any vexed question, on which the opinion of the Head Master is known, or may be reasonably supposed to be adverse to the proposed policy of the Governing Body, the Head Master shall have the opportunity of verbally expressing his objections in full conclave of the Governing Body.

(In nine years the Head Master has been invited to attend a Meeting on only four occasions. The first in October, 1896, was fruitful of good results, resolutions being passed by the Governing Body, approving the suggestions of the Head Master. The last in May, 1909, was a pure formality, the Head Master being informed at the outset that his written objections had been overruled, and that the policy of the Governing Body had already been resolved upon.)

77.

(Regulation 18.):- The Head Master shall have under his sole control the Annual Examination of Queen's College held in the months of December and January, the choice of books, the method of teaching, the Time Table, the arrangement of classes and school hours, and generally the whole internal organisation, management, and discipline of the School, including the manner of admission and promotion of boys, and the assignment of Masters to their respective classes in the College.

(The Annual Examination and Time Tables have been recognised by Resolution of the Governing Body, as being under the sole control of the Head Master. The last clause defines what is usually included under the terms 'arrangement of classes' and 'whole internal organisation' being in all other Schools recognised as the proper prerogative of the Head Master.)

8.

(Regulation 14.):- The Governing Body shall appoint an Examiner or Examiners to conduct an examination of the scholars, but no Head Master or Assistant Master of any School or College in Hongkong or Kowloon shall be appointed such Examiner. The date of the Independent Examination shall be fixed by the Governing Body.
